If you had a lathe, you could turn it outboard. Round a piece and use a gouge to make the groove. You could probably do a wheel up to 12" on some lathes without turning it outboard.

Thanks everyone! We don't have a router and the bits are crazy expensive. This wheel is meant for minimal wood working skills and to be made inexpensively so that just about anyone should be able to afford it. Check the plans over at Ravelry for THE DODEC.  Make one or two or three and share them! :)
