I am assisting a friend with a Louet Octado mechanicel dobby loom. The loom has 8 shafts, but has only had 4 shafts operating for 8 to 10 years. Now shafts 5 to 8 have been put into service and two of these shafts are failing to return completely after being used. There are no obstructions and the problem appears to be that the pulleys are not moving freely when not being pulled directly. They are placed so close together on the axle that I cannot see whether the pulleys rotate on this axle, or if they perhaps have bearings that need lubrication. Help, please.

I don't have the answer but since you are not getting any replies I thought I might direct you to the Jane Stafford Textiles website.  She is an expert on the louet looms and is always willing to help.  Check the helpline and/or send her an email.

Are the pulleys wood, on steel rod? There may be corrosion causing the sticking.
