I am sure this is a really really dumb question, but is there any reason why i can't just use my floor loom to make inkle straps?

None. When I did that a couple of years ago I just dressed the loom as usual except I didn't use a reed. I used a stick shuttle and beat the weft in with that. Cheers Laura
