I received a small truck load of things with a used Bergman loom loom I bought. Most were easily identified as weaving tools But this has me stumped, I was told it was used in rug making. It looks almost like a pendulum, 40” long, metal with a wooden tab at one end and a folded over at the other end, not sharp. Anybody know what it is and how its used? Thank you, KW

It might work for rya.  You wrap the yarn around a stick to make the loops, as you make the knots. Then there is a groove in the stick, which is usually wooden.  You run a special knife with a hooked end, along the groove to cut the loops of wool yarn.  This looks like it would work the same way.
