I am by no means an expert in this, but from what I can tell it is the same technique. One source quotes Peter Collingwood, but I have not read it myself.

Quoting from Peter Collingwood's The Techniques of Rug Weaving, page 169:

"There are two types of interlocked tapestry:  Single Interlocked Tapestry or Norwegian Rölakan (and) Double Interlocked Tapestry or Swedish Rölakan."

There is also a section in Mary Black's book, Key to Weaving, about Rölakan.

Kay Larson's book, The Woven Coverlets of Norway, has excellent description of Rölakan and other techniques of weft-faced weaves.
