I bought the studio of a 94 year old multi-crafter. This gadget was with her spinning and weaving supplies.

I'm going to say this is a wool needle.  Could be used for any needle weaving, but also for Nalbinding.  I've got no idea about the wooden washers!

Isn't this a child's toy?  You toss up the rings and try to catch them on the "needle."  Winner is the one who gets the most at a go.
