The Help section has a video and written description of how to add photos to your comments.  It is under the "How do I..." section.  

If you are using IE as your browser you will not have full access to the Editor that allows you to add photos.  Firefox, Chrome and Safari all work wel for browsers to access all aspects of any websites that use Drupal as Weavolution does.
