I have no idea what a design brief is - and would love to be educated.

I've not actually seen one, but Iknow some of the formal tutors and programs give them. My understanding is that it provides some design specifications, such as upholstry fabric to suit a specific room, colourway, etc.

got when we were building our new library addition. The designer put together a board showing paint color combinations, floor coverings, counter top materials, upholstery, etc. It gave us in a nutshell what the finished space would look like based on the materials selection we had made and allowed us to tweak the final product before committing to the whole.

So for me, I want to design a long runner for my dining room table (which is now in a large open space with my kitchen and LR).  I painted one wall of my kitchen purple, and I want a runner that incorporates a bit of purple to tie things together.  Maybe for me, a design brief would include bits of the other room elements (maple flooring, white and grey kitchen cabinets) and then the samples I am soon to produce for my table runner?  Would it be a mechanism to help me make something that actually works with the room?

As far as I know, that would be a design brief. If you were sending it to someone else to do the design, you would probaly send a photo of the room and the measurements of your table! :)

that sounds like a design brief to me - You might want to include a photograph of the space and make notes on the samples (about the samples) to remember what you did, what yarns you used, sett and epi, etc.
