Made by a Mr. Keating, retired engineer.  Mine is from the early 1970s.
My weaving teacher had equiped her studio with these looms and offered to order one for any student who would like one. 

Direct connection from each of the four treadles to the bottoms of the
four harnesses by rigid, two-prong metal rods - no tie-up, no chains, no
cords.  Press a treadle and the far end pushes a corresponding harness
up, leaving a clean, open shed.  Treadles are close enough that they do
not need to be attached in pairs, etc. - one foot can easily press two
treadles (or, turning the foot inward, depress three) - I have never had
a problem producing any 4-harness pattern this way.
